The State Council, China's cabinet, on Tuesday passed a draft of regulations on improving business environment, offering market entities institutional guarantee when they invest and develop business in China.

Tourism revenue of China's southern island province of Hainan grew by 11.5 percent year-on-year to 7.67 billion yuan ($1.08 billion) during the National Day holiday, authorities said on Tuesday.

Chinese foreign exchange reserves, the world's largest, remained above the $3 trillion mark by the end of the third quarter, indicating generally balanced capital inflows and outflows amid trade tensions, analysts said.
